A tail rack and a windscreen, sub-140 kilo weight, and a 250cc engine? It sounds a lot like the Yamaha XTZ 250 to me:

Language skills? Yup sadly, Yamaha Brasil have decided to keep the 250cc Ténéré all to themselves. They really need someone well-respected in the Overland community to give them the hint to bring it into Europe.

You could always drop further down the cubic capacity ladder and take a ride on the Derbi Terra Adventure 125:
